The speed becomes slower these days

When i was using the frozenway before, it's 8Mbps (my accout is limited to 8Mbps). But these days, i find it's slower than before. Today, i test the speed, it's 10Mbps (i'm now in the residence of insa-lyon), but after i connecting to the frozenway, it's about 0.5Mbps. So could you please tell me how to solve this?

Have you tried different servers ? Check in the task manager that the network use is 0% when you do nothing (it can be windows update etc.).
