no connection under administrator, no vpn under other account

Hey,
I recently encountered this wired problem that totally paralyzed my whole computer for a week !!!!!!!
Last week, suddenly I couldn't access web. There was connection sign, ether net is okay(troubleshoot told me the server doesn't respond), said it was connected. I checked DNS, working, DHCP set. Tried ping 8.8.8.8, doesn't work. used Winshark, all the packages were sent, nothing came back!!!!!
What is more bizarre is if I create a new account, ether net is working. Frozenway said there is no connection!!!!!!!!!
Please Please fix this problem for me...

Please give me the connection logs and error messages.
Verify that the checkbox "Automatically detect the connection settings" is ticked in the Windows Internet Options, tab Connections, button Network Parameters.
